Hello Michael,
there are couple of things you can check / do.
1. change retry interval to keep up indefinetly - i think the setting for retry need to be 0 for that but i suggest to check Interconnection manula (pdf) for MQ series.
2. check that initiation queue, trigger=on and trigger monitor running ( if they don't channel will not reactivate).

Thanks for the reply.
To answer your question at the end of your E-Mail, I guess the answer is
"yes", there seems to be a problem with the channel entering a run state
once the traffic flow through the system resumes. We've been under the
impression this should be automatic, but for some reason it fails to
re-activate.
Any suggestions?

Inactive is a normal state when there is not traffic for a period of time.
Once messages hit the transmission queue, the channel should enter a run
state and the message or messages flow immediately. Is there a problem
with the channel entering a run state?
