It does indeed seem to be down. I cannot even get to the home page. Try refreshing your browser. If (like me) you are behind a proxy/firewall that implements caching, the home page may be served by your local proxy's cache and then it all falls over when trying to go to the forum/etc.
Refreshing a page in IE tells my proxy server to refresh its local cache.
