I can't comment on high availability systems in any way but wanted to mention something that might be relevant. Mosquitto supports bridged connections between brokers and share topics, so not all of your multiple instances need be just waiting around. You have to be careful not to create any topic loops though. It doesn't currently support creation and removal of bridges without restarting, but it's something that'll happen at some point.
