I too have tried 1.3.6.1.4.1.311.1.1.3.1.1.2 but it doesn't work on my Dell
server running W2K server.
I have used 1.3.6.1.2.1.25.3.3.1.2.1 and that one works, although I don't
trust it very much because it seems kind of low.
I've had that OID run for the better part of a year and the total
usage/average always seemed a bit low.
I started actively implementing Windows Performance Monitor in MRTG (for
just about everything else) and I added the Total Processor Time to a graph
that I have running right under the original one on my MRTG/Big Brother
server called Homebrew.

Check out the comparison: http://redhook.univ-wea.com/mrtg in the menu click
on "App Servers" and look for "Homebrew".
The second graph is CPU usage using the SNMP OID 1.3.6.1.2.1.25.3.3.1.2.1
and the third graph is Total Processor Time from Windows Performance
Monitor.

The CPU usage from WPM is about 10% higher.
