If you're using RRDTool 1.2.x then the Y-axis should be OK. The routers2 frontend will definitely respect a fixunit option, I don't know about the 14all frontend though. Note that if the axis numbers get too long (like about 7 or 8 digits) then it breaks completely and you don't get anything on the axis (is this a RRDTool display bug?)
