There has been indeed efforts to redesign MuseScore 2.0 which were lead by tinman: http://musescore.org/en/user/38174 He started writing out design guidelines for MuseScore which you can find as a chapter in the developer handbook at http://musescore.org/en/developers-handbook#References Where I personally seek help for is artwork design for things like the MuseScore 2.0 splashscreen, as well as artwork for the musescore.org to make MuseScore 2.0 shine.
