There is already a shortcut to move the note input cursor to the next
staff: Alt+Down. Actually, it will first move to the next-lower voice on
the same staff if there is one present, but then it moves on to the next
staff. Similarly, Alt+Up moves up through the voices and staves.
Hearing the instrument name when navigating is a very good idea. Currently
we read only the staff number. For the next major release of MuseScore -
which is still a ways off - we have been working on quite a few
improvements to accessibility, including support for additional
screenreaders, better keyboard navigation, more shortcuts, etc.
By the way, shortcuts can be customized in Edit / Preferences / Shortcuts,
so if the default shortcut for some command is not convenient, you can
change it. I find the square brackets make very convenient navigation
keys, for instance.
