What means "split"? A standalone source editor and a standalone form designer? 
For a standalone source editor the form designer units must be removed 
(msedesigner.pas, formdesigner.pas, objectinspector.pas). A standalone form 
designer is more work.
If you mean replacing the MSEgui form designer by another designer it is 
probably not easy to run the different widgetsets in parallel. They probably 
need separate event loops and application instances but it is doable.
Another option is to use MSEgui widgets as containers but then the 
functionality of the "guest" widgetset is limited and a difficult translation 
layer MSEgui <> guest is necessary which never will work for all guest 
properties.
