Generally when I see this - I flush the cache in the chain. RMS, MS, and GW.

Although they have downloaded the OpsManagerConnector.config XML file for over 2 hours now they have yet to download a management pack. Has anyone seen this and know how to resolve it. I have checked 5723 and certificates and no errors are being seen in the Operations Manager Event log.
