Did you delete those dependency MP's? First - make sure those referenced are imported. If not - import those first.
However - this concerns me: ExecuteScalar requires an open and available Connection. The connection's current state is closed. That makes me think your management servers are having issues connecting to the SCOM DB. Bounce the SCOM services on your RMS (or management server your console is using) and look in the OpsMgr event log for DB connectivity issues - make sure that is working fine. Then try your import with the correct dependencies imported first.
