Did you delete those dependency MP's?  First - make sure those referenced are 
imported.  If not - import those first.

However - this concerns me:  ExecuteScalar requires an open and available 
Connection. The connection's current state is closed.

That makes me think your management servers are having issues connecting to the 
SCOM DB.  Bounce the SCOM services on your RMS (or management server your 
console is using) and look in the OpsMgr event log for DB connectivity issues - 
make sure that is working fine.  Then try your import with the correct 
dependencies imported first.

I am having trouble importing MP's.  I have actually deleted all the Server OS 
MP's because I could not create overrides.  Now when I try to import the latest 
one v 6.0.706, it gives me a green check and then fails the import with the 
error below:

Windows Server 2008 Operating System (Monitoring) could not be imported.

If any management packs in the Import list are dependent on this management 
pack, the installation of the dependent management packs will fail.

I see it trying to reference older MP's which have been deleted, how do get it 
to import or what dependency is causing the import to fail?
