You can set some other criteria and say some like like where custom field one
does not equal "dontnotify". Unfortunately there isn't a "not" in the rules.

Perhaps I am missing something obvious. And I’ve done my due diligence with
Internet searches, but perhaps I’ve not hit upon the right set of search
queries.
All of the Criteria for Subscriptions are “positive”. That is, they say “where
X does happen”. And never say “where X does not happen”.
How do I create a Subscription with an exception?
For example
Notify on All Alerts EXCEPT FOR <rule1, rule2, rule3>
I specifically have a Subscriber who is supposed to receive all alerts for all
domain controllers except for three local custom alerts. If these specific
alerts occur, he is not to be notified via the normal Channels. Outside of his
pay range. :)
