You can grab the application trough the CVS and the needed library from here: http://mspgcc.sourceforge.net/tools.html
As said in the subject, it is beta software, don't use it in production. It uses the parallelport hardware you get with the FET kits, schematics can be found on TI's site. At this time the library with the JTAG communication is only available as binary download. A Linux version will follow soon. chris
