I think it would be a great idea to have a generic JTAG toolset, from which
platform-specific codesets can be derived.  Sort of along the lines of MAME
except instead of emulation it actually talks to the hardware.

Of course, this runs into major problems with proprietary IP, but that's
always going to be an issue.
