I hope you got the power supply correct on the connector SV1 - on the drawing 
http://mitglied.lycos.de/netman12345/programmer.png they are reversed.
The only think I would check, is the voltage level on the gates with respect to 
the 74HC244 data sheet requirements. You may be dealing with signal levels 
incompatibility.

Has anyone an easy JTAG-Programmer-circuit? It should contain as few
components as possible. I'm trying to get this circuit to work:

But no success. I've made it based on this page: http://olimex.com/dev/
and left out the voltage regulator as it is always powered by the target-
board. So if anyone has an easy circuit it would be fine!
