Yes they are, or were at least a week ago.

All of the Eclipse plugins are licensed under the CPL.  GDB and gmake
 are GPL.  The rest (e.g. drivers, compiler) are proprietary.

If this kind of information can be given, then is CCE compiler based on
same compiler then TI one for C54x/C55x DSPs? At least documentation
seems to be, having still some legacy mentionings of C55x instead of MSP430.

Also, if this inheritance is true, then as C55x compiler is available
for Solaris and Linux, are there any plans on porting MSP430 CCE to
other operating systems?
