Dropping the CCE plugins into an existing Eclipse would be pretty risky
as there have been changes to the CDT.

You *could* modify CCE to use mspgcc by re-adding the GNU toolchain
definitions to org.eclipse.cdt.managedbuilder.ui but you would not be
able to use mspgcc as a drop-in replacement for TI's codegen tools. The
GDB which we ship only works with our CG tools, so you would still have
to use the GDB from the mspgcc project (which would preclude you from
using the target setup GUIs and one-click debugging feature, as well as
any other features which make use of our vendor specific GDB commands).
Basically it's possible if you are an Eclipse hacker but YMMV as I don't
know that you would really end up gaining anything.

My advice would be that if you want to use mspgcc, use a stock
installation of Eclipse + CDT. If you want to use TI's CG tools or GDB,
then use CCE. Right now there is no compelling reason to mix the two.
