I'm using the MSPGCC BSL program msp430-bsl.exe. Even after repeated attempts, I have been unable to erase the flash (mass erase). However, I am able to reset the device. This is what I get...

The inversion of the test pin sequence does not help either. Is downloading of the patch necessary before attempting a mass erase?

no, it the msp430-bsl tool contains all that is needed ( a patch is indeed needed to be able to program flash on F149 chips with but erase works without it, there are however "extra erase cycles" needed, which msp430-bsl will take care of.)
