Indeed, the TI product support confirmed that the 22x4s have the
silicon of jtag block inside, but it is not accesible from outside,
i.e. 4-wire jtag does not work.
the datasheet doesn't really make it so clear, in my opinion.

I've just moved over to spy-bi-wire, and it's working magnificently.
