I think this is one of the biggest problems with JTAG. It seems it is
always the last thing that is implemented in a chip so it is done in a
hurry by the lesser gods. I've been bitten badly by JTAG in the past and I
even fried some FPGAs through JTAG!. I try to avoid using JTAG as much as I
can because in most cases it just doesn't work as expected. I think TI has
set another perfect example.
