no i dont have such a program ready, its certainly a simply thing to do.
you do not even need to measure all settings as intermediate frequnceied are generated by mixing two signals (MODx bits)

if no, would some of you find it useful, too?

heh, i have msp430-dco  (which is installed with the mspgcc toolchain)
it has a --measure option which lists the edge frequencies of the different RSEL settings (unfortunately only parallel port adapter is currently supported).
