Got it working after adding the "tilib" argument.  At least I can now see the 
available commands.

Your FET is running V3 firmware, which uses quite a different protocol.
You need to install the MSP430.DLL v3 from here:

    http://processors.wiki.ti.com/index.php/MSP_Debug_Stack

Then try this:

    mspdebug tilib -d COM7

You might also want to try fetching the latest git version of mspdebug,
if you're on 64-bit, as there have been a couple of bug fixes since the
0.18 release.
