Those libraries are not part of mspgcc today. You can get them from Bazaar, or from branch bzr/mspgcc-libraries in the historical git repository: http://mspgcc.git.sourceforge.net/git/gitweb.cgi?p=mspgcc/historical;a=summary.
If they're still needed and somebody wants to update and support them, I can set things up to enable this. I have no idea whether they work with either the LTS_20110716 release or the current development series: I wasn't even consciously aware of their existence. (If you're just looking for a delay function, __delay_cycles() is now supported to various degrees in the current stable and development releases.)
