It would also use memory that was reserved for no-init sections. This bug is likely to have been present for as long as msp430-libc has existed. msp430mcu-20120406-sf3522088 "msp430mcu install.sh misses a mkdir" (https://sourceforge.net/tracker/?func=detail&aid=3522088&group_id=42303&atid=432701) msp430mcu's install script didn't create the bin directory before installing files into it.
