The TechNet docs don't say you don't need the FTP service either but you're (hopefully) not installing it to support ConfigMgr. Documentation is generally *inclusive* and cannot be exclusive due to the sheer number of possibilities.
Note that WebDAV, the protocol, actually is required for 2012; however, the IIS WebDAV component is not. The ConfigMgr team, due to the many challenges they had with the IIS WebDAV component, simply built the WebDAV protocol into the product obviating the need for the IIS component that implements the protocol.
