Could do this to add your default window to those collections (kind of).

Yes, as of 2012 SP1, the built-in collections are immutable.

Is it by design that you can’t add a maintenance window to the default All 
Systems or All Desktop and Server Clients with ConfigMgr 2012 R2?  In 2007 I 
always added my default window in the past to server as a catch all just in 
case.  Then I specified my Maint Windows in other collections.
