Ahhh, thanks, I hadn't actually clicked through to the download for any of them yet. I was expecting it to be a separate line item like Service Packs used to be ala "Windows 7 with SP1" for example.

If you start from the Windows 8.1 Update ISOs from VLSC and plug them into a WSUS (or ConfigMgr or Intune) environment where you've approved 2919355, you'll see it install about 100MB of stuff, not the full 800MB or so. But MS isn't releasing a new one with all the fixes. Clients will still have to come to CM (or WSUS) and run the 2919355 to get the last of the fixes which I believe is just a new WUA that works with SSL.
