I've never had much luck with offline servicing. Have you tried using DISM
to inject the update into the offline WIM?

I'm trying to add KB2965788 (the double restarter) to my image, since it was
breaking my OSD TS. Every time I try to add it, I get the following:

I know it's not in the image. I couldn't find any answers on Google. Any
