do yourself a favor and check out the Netscreen 5XP. Has html gui and also cli much like the cisco ios. Easy to configure policy management. this you can put in and it will scale well and integrates well with most other commercial products. uses IPSec based VPN with IKE. One of the best uses of $500 on the market today. If you have alot of time on your hands and want a GREAT rock solid open source solution, check out OpenBSD with IPFilters and OpenBSD IPSec. I'm working with this now and the granularity of filtering is pretty amazing. the IPFilter commands are much like Cisco's rule sets. My understanding is that integration with other vpn platforms is tough though.
