You may be confusing the need to reboot to apply config changes vs. the need to reapply a Service pack.
Most of the items you mention in the list below will require a reboot to take effect (at least under NT4). None of the items below require SP or hotfix reinstallation. SP reinstallation will be required if you install new software or a new OS component. For example, you build a new W2K server, install SP2, then install IIS.
