What are they developing? 512MB is not an unreasonable request, especially given the price of RAM.
Also, as for the AV software, let them whine. In my experience, they are responsible for more than a fair number of outbreaks. What you can do is setup their AV software to only scan inbound files, as opposed to both in and outbound. Lots less IO issues there. If they *want* LAN isolation, give it to them... :) Let them wreck their own LAN and domain.
