All PIC chips must be programmed.
A PIC is a CPU with a little ram and a some what bigger ROM and some have flash rom

bought it for PSX mods and little projekts like this

I do not know if this issue is over yet, but for the ones who are still looking: on http://www2.biglobe.ne.jp/~tosy/w341/ are some converters. At the Tilburg fair in 1999 I bought the PS2-MSX converter from these guys and, at home, I put a cordless Logitech mouse in it, and it worked without any hassle.
 
This converter is not on the page above, but I have the technical schemes. If somebody wants it I will put it on my homepage. I have no idea if the PIC16C54XT chip (which is in the scheme) can and must be programmed. If this is the case I cannot help you, but if it is not, you can put together a magnificant converter.
