This could be interpreted as "video signal coming out of the cable" ie. video in for the machine you are conecting to. I have a similar cable bere (1 scart to lots of rca/cinch connectors) and sometimes "video out" depends on the device connected to the cable. Suggestion: open the scart connector and desolder the wire from pin 19 an solder it to pin 20, then see what happens.
