Further reports: git svn rebase seems to use a lot of CPU, presumably
for stating or forking (it's mostly system time.) A small partial svn
checkout of just 8 files takes 14-15s to rebase without changes.
Larger checkouts suffer more.

Also, sometimes you can see strange messages like this one:

C:\MinGW\Git\bin\perl.exe: *** WFSO timed out

Guess it's at least partially Windows fault...
