If you ask this question to a dozen people you'll get
a dozen different answers.  Here's mine.  :-)

It has been demonstrated that children *can* pull
order out of chaos, but I'm not convinced that it has
been demonstrated that chaos is ideal.  However, I
would not go so far as to say that "consistency is
the key" either.

I suspect that one thing about "consistency" is that
it helps the parents too.

What are you suggesting as an alternative?  If I
were in your situation, I would always speak Serbian
and have your husband always speak Dutch to the
child.  I wouldn't feel guilty for giving into the
temptation of speaking my spouse's language - but
I would avoid speaking the local language.  In the
end, that will be the strongest language, so the
other two need to have as much input as possible from
the beginning.
