Reflection is a mechanism to dicover the functionalities of a component at runtime.
Its something like if you were to write an Object browser, you need to discover the
functionalities of the component at runtime. You need to use System.Type class
functionalities for this discovery. Reflecting an assembly or a class would mean the
same as far as the Reflection mechanism is concerned. Yes, Reflection can be used
across layers, how and what benefit it will bring will entirely depend on ur problem
domain. But if you were writing generic frameworks then this will be required by you.
Here are some examples that u can look at.

There are many more like if you were writing custom attributes you will need to use
reflection. You could also check up with 'CodeDoM'
http://www.15seconds.com/Issue/021113.htm and also System.Reflection.Emit
namespace. Though reflection brings a lot of benefits when writing generic solutions
one must keep in mind, there is a performance overhead when employing reflection.
