On the button click event you can add a javascript to the page like this:
public void button_Click(object sender, EventArgs e)
{
string javascript = "window.Open( URL, 'windowName', windowParameters)";
RegisterStartupScriptBlock("key", javascript);
}
this will add a javascript to the page which will run when user
presses the button and page will reload after the postback. This
javascript will open a new browser window for the specified URL. to
know more about RegisterStartupScriptBlock you can search in the MSDN
