Well, no, that's much longer than usual.  The submission/QA workflow is
described in the link above, and is generally perceived as too
demanding, and/or slow.  But I believe that will be streamlined somewhat
in the near future.

:)  Trolling aside, as it still at least for a short while stands, _no_
packages (for now, including updates to existing ones!) enter the Fedora
Extras repositories without passing QA.  That requires at least one
approval from a "trusted" member, or two from "non-trusted", ie.
anyone.  The number of people using smart cards on Fedora does not seem
to be that large because it has taken such a long time with practically
no reviews :(
