Since you are using Debian you should use Debian packages.

If you are using Debian stable (woody) you can use my backports at [1].
I just rebuilded them just for you.
If you are using Debian testing (sarge) or unstable (sid) your should
use the packages available in the official distribution.

If you really want to (re)compile the softwares your should get the
sources from Debian unstable (sid) and rebuild the Debian packages. It
will be much simpler since all the dependencies will be resolved for
you.

$ apt-get source libmcardplugin
$ sudo apt-get build-dep libmcardplugin
$ debuild
