You are still using 1970 instead of 2193.
I have the same problem if I use 1970.

I don't know how GForge is supposed to work. So I do not know if it is
a bug or a feature.

It looks like you can get any file just by using its number. For
example you can get the ccid driver version 1.3.1 with:
$ wget http://alioth.debian.org/frs/download.php/2193/foobar.txt

foobar.txt is in fact ccid-1.3.1.tar.gz
