Resolution: Fixed
Fixed: I wrote a program that copied referenced messages (key/value pairs) over
to the proper properties files, deleted unused ones, and then manually added
those messages that were used by did not exist (either because of simple
spelling mistakes or oversight). I will add this program to SVN soon so that
the process can be repeated in nightly builds.
