Upgrade /lib/common WSDL4J to v1.6.1 to be in line with Axis2

This can't be done until WSDL4J 1.6.1 is in ibiblio.org (so we can change the
POMs and compile muse-core and muse-tools against it as well). Once it is, we
should have wsdl4j-1.6.1.jar in /lib/common instead of the current version.
This will be in line with the current Axis2 version and will prevent any
confusion when compiling the samples. There is no breakage (syntactic or
semantic) in muse-core or muse-tools because of this upgrade.
I will monitor the ibiblio situation and change the POMs when it's up; I will
then reassign to Andrew to change /lib/common.
