We should remove the update install script and package all required JARs within
the base Apache Muse download because we anyway require users to run the script
immediately after installation and it downloads all the JAR files. The original
reason for doing the update install script (due to unavailability of released
axis2 JARs) is no longer an issue.
Certain consumers have issues with the legality of such a download without
providing the user an opportunity to view the license of what is being
downloaded. Also this is an extra step for the user to do.
