Isn't it part of the /lib directory in the binary distribution? All Andrew did was change the build so that instead of using update-install, all of those zips get expanded and put in /lib before the -bin.zip is made. RC 2 and the latest nightly have /lib/eclipse-osgi and /lib/axis2-osgi - not sure if this is the same as what you're asking for.
