Having now integrated this patch specifically into a project, I can say its not 
complete.  Don't use this yet.  There are a number of places in Muse that 
appendChildren without importing them first.  Under the old EMPTY_DOC code this 
*worked* because they all belonged to EMPTY_DOC.

I will continue to figure out the places to change and upload another patch.
