The WSDL extensions for defining the wsa:Action are defined in
http://www.w3.org/TR/ws-addr-wsdl/. Therein the namespace
http://www.w3.org/2006/05/addressing/wsdl is defined for WS-Addressing WSDL
extensions. However Muse insists on http://www.w3.org/2005/08/addressing.
