Build breaks on new systems due to relocation of java.net repository

The java.net repository
(https://maven-repository.dev.java.net/nonav/repository/) was relocated to a
new location. It is used by some dependencies (e.g. axis 1.4.1) to resolve
transient dependencies. This causes the build to fail. Since all transient
dependencies are mirrored in Maven central etc. disabling the java.net
repository will do the job. Patch attached.
