This is a bug in Muse.  I've created an entry for it at
https://gna.org/bugs/index.php?8158.  The problem is that Muse matches
the ~/Wiki path before the ~/Wiki/EmacsTips path, and it takes the
first match.

To work around it, put move files in ~/Wiki to ~/Wiki/Default, or
something similar, and update muse-project-alist accordingly.  Another
possible workaround would be to switch the order of the projects in
muse-project-alist.
