Why SNAPSHOTs in v1.0?

In the v1.0 distribution, there are some SNAPSHOT dependencies, such as
addressing-SNAPSHOT.jar and advertiser-xbeans-SNAPSHOT.  Would be
possible to create a distribution with concrete releases of these
dependencies?
