Your WS-A Actions don't match - specifically, the one in your WSDL is 
wrong. Make sure the wsa:Action attribute in the WSDL reads:

http://docs.oasis-open.org/wsrf/rlw-2/ImmediateResourceTermination/DestroyRequest
