Hi Dan,
the problem is the import of wsdl.
In fact if I delete a import 

<wsdl:import namespace="http://docs.oasis-open.org/wsn/bw-2"; 
                     location="WS-BaseNotification-1_3.wsdl"/>

within the wsdl and delete the operation Subscriber and GetCurrentMessage 
wsdl2java works.

I can successfully create WSN-based resources using the 2.2 build, where 
the producer resource's WSDL is structured like that of the sample WSDL 
(in the tutorial). This WSDL has all of the <wsdl:message/> elements 
inside it - I'm guessing your WSDL imports the standard WSN WSDL, but the 
'element' references in the <wsdl:message/>s are wrong. Let me know what 
you have.
